php & security or limiting activity

Hi, I'm looking for a little help here. I haven't dealt with php that
much and I'm not sure if this sort of thing is possible. I may also be
dealing with web server settings here, but I'm not sure. I manage a
free hosting site, but currently block php for my members. The reason
for this, is that I've found php could provide far too much access to
the server. Is it possible to allow php for a user, but limit their
access to the server, or limit what can/cannot be done with php? For
example, no reading/writing to the server, or that sort of thing? I
know I'm maybe not asking this correctly, but if anyone can point me in
the right direction here, I'd appreciate it.
