When HTML_PARMS and CHARSET are defined constants, that's valid.
When this script is called with GET and the title is passed: also valid. But don't use HTTP_GET_VARS, because with PHP V6 you'll be stuck! HTTP_GET_VARS is deprecated, replace it with $_GET['xxxx'] .

If, lastly, this script has an extension of .PHP, it might work.
I still cannot see where the database part (from your title) comes in.
