pHp introduction please

:confused: Ahmm..newbie here...I hope ya'll be kind...
I'm looking for someone who can teach me a step by step installation of PHP and how to run PHP pages...

here are some questions...
1. does PHP nees to be installed within a server,??
2. I am only making offline webpages.PHP, can it be used then??
3. how do I run these stupid things...
4. and how can I access IIS, if that is the required stuff to run that...

because I cant run .PHP extension pages in my PC...
