The answer greatly depends on your Excel version. Before Excel 2003 you could export the sheet as CSV file and import it into the database via load or a custom loader.
From Excel 2003 on you can export the sheet as XML and that, with some XML parsing code in PHP, makes it somewhat easier to import.
