RH 9.0 php RPM (4.2.2)

I am looking to use the apache_setenv function in one of my scripts.
Upon calling the function like:

<?
apache_setenv('testing','1');
?>

I get the: Call to undefined function: apache_setenv() Error.

Has anybody had success with getting this function to work? If so what
version were you using and did you build it from source? I am trying
to figure out if I need to enable it somehow.
