Button images

Currently I am producing a CMS written in PHP. I am looking for a good
button creator. I currently use Xara but your very limited at what you can
do. Photoshop is to complex so any other someone can recommend?

I assume this is not enough:

gimp (gimp.org) has some button creation stuff.
