PHP & Cookies

Hi,

How, in PHP, can you detect whether a user is allowed to use cookies?
i.e. whether they've disabled them, they're being blocked by a
firewall etc ....? Anyone any suggestions,

Suppose you could try setting one, and if it's not set then you know
that cookies wont work.
