MySql on Windows XP

Which '.exe' file should I run in order to start the MySql Server ?
How do I creat a new data base ?
I learnt how to access MySql using php commands, but dont know how to create
the database.
Is there any GUI manager to access records stored on the MySql server ?

You'll find that once installed, the MySQL service automatically starts
itself at startup.

Just fire up the "WinMySQLAdmin" program, you can control the
server with that just fine.

how to create the database.
In PHP: mysql_create_db(...):

Without PHP:
- see MySQL documentation, section 3.3, "Creating and Using a
Database": http://www.mysql.com/doc/en/Database_use.html

- see below, with MySQLFront.

I have always been very fond of MySQL-Front:

http://www.mysqlfront.de/

MySQL itself has a program called "MySQL Control Center", but my
personal feeling is that MySQL-front is more mature and bug free.

A third option is to install, for instance, PHPMyAdmin on the
server machine itself to manage your MySQL server:
