what is the limit on in the BCC field using MAIL()?

I need to send lots of non-spam email and have read some about possible
time-outs with simply looping through mail.

That depends on your local mailer configuration. The mail standards do
not impose any limits. However, some ISP limit it intentionally to avoid
that clients spam the world.
