Blogscript Without Database?

works without a database, such as using a CONF file that it
reads/writes to? Even if it's incredibly simplistic, it's better than
nothing.

Take a look at QuickBlogger, it may be what you're looking for.

But I personally think that a free blogging service such as Blogger is
both better than nothing *and* better than QuickBlogger ;-)

I have parked at webcomindia.net for like next to nothing per year.
