Do one need to have a permission to do it? Do you know how does one

If you don't own the music, then you can't sell it. If you do, you are
committing a copyright violation. If you're doing it in the US, you can
expect the RIAA to come after you with a VERY large lawsuit, and possibly
even criminal prosecution. I don't know about other countries.
If you own the music, (I don't mean you bought a CD - I mean you wrote it),
then you can sell all you want. Otherwise, you will need to obtain
permission from those who own the copyright. Even if they're friends of
yours, you should get contracts permitting the resale.
If you are running a business, then you will need to pay the appropriate
taxes, which vary by location.
I would strongly suggest checking with your local Chamber of Commerce or an
attorney if you are planning this - those are fairly basic questions to be
asking, and you should get a good foundation and understand what you're
getting into before you put a lot of work into something.
