Good Content management system written in PHP?

I'd like some recommendations for a content management system. It
doesn't have to be free as in beer, but I do want to be able to tweak
the code whenever I want. I'd prefer if the scripting is done in php.
One quirk the PHB's want the system to produce static html files so
that if our database server goes down our website isn't down.

Take a look at www.etomite.org. The only thing that's lacking is a
versioning system. However, if you're publishing as static html, that
shouldn't be a problem.

You problably don't want to go closed source, since they're usually
pretty pricey. OTOH, CMS's usually generate dynamic content, but also
sometimes provide a chaching system so that pages aren't rebuilt every
single time, but rather, either on demand or after the cache has
expired.
