How to read the username?

Can a php file running on an intranet server read the username people
logged onto the network with?

In Visual Basic I use the api apiGetUserName

Nope, a browser doesn't "login" to a web server unless you require some
sort of session authentification. Then you can use php's session
variables to return that information.

Without authentication, all you can get is the remote IP address of the
client browser.
