How to pass parameters to php

How does one pass parameters to a php script when it's invoked via <a href=...> tag? Is there some
way for the php script to pick up URL parameters passed via the <a href...> tag? I know how to do
it via a POST, but obviousy this is not a POST.

Nope, it's GET.

http://www.example.com/page.php?id=3...hn&city=Madrid

$_GET['id']
$_GET['name']
$_GET['city']

Check also rawurlencode().

By a GET instead.
