I want to block some websites with using database(Mysql) ?

I want to block some websites with using database(Mysql) .
If i enter the name or url of the website into the database then nobody can access this website.Is it possible?

From where to where?

First of all blocking certain link or certain port number is very much possible.

But you need to be more specific.
