Multiple Drop Down's for Search

Hi,

I am looking at adding a search section to my site whereby visitors select
from two drop down menu's and the desired page is displayed.

Similarly to many friend finder sites whereby you can select the age,sex
and
country of the person you are searching for.

Is there a way to do this without needing a database ?

Any help would be much appreciated.

yes, have all the user info in flat files, I assume you store their info
that way now?
