parses a cvs file: open and save in a new file but needs to check a certain column

Hi,
I have a csv file with multiple rows and columns. I need to check a certain columns like column 5 from its first field, its contains numbers. I need to check if those numbers has zero in front of every number.

my file is like below

"Destination_" "___Code___" "______Date______" "Origin" "IPAddress"

Ok, do you have a question? We are not a coding shop and will not write your code for you. You are going to have to do the main legwork on this. Why not try to code it, and if you get stuck, post your code here with an explanation of where you are stuck. Then, we will gladly help you with your code.
