isset() and unset() are defined in PHP.
In the same way I want to know
what is the equivalent function for isset() and unset() in CGI?

isset and unset, in PHP, are for testing to see if a variable is set and unsetting a variable, respectively. CGI, in Perl, is for producing HTML for Web Development. The two really have nothing to do with one another.
To change the value of a variable in Perl, just set it to another value or null. To see if it is set you would do something like an if() function to test it.
