Well, to begin with, you will want to download the latest windows version of
Active State Perl. You want to download the MSI file for windows from that page. Double click it and let it install.
After that, you will have Perl installed and ready to start coding. You have said you want to start working with Perl on windows, but have not stated your experience level with Perl. I am going to assume none and pass on the link to
Beginning Perl. That is an online Perl book (also available in print) that is a good starting place. If you want a really good reference and tutorial on Perl, then I would recommend purchasing "Learning Perl, 4th Edition" as it is excellent (IMHO).
