Ive been looking at my packet scanner and trying to find out the problem and it seems to have a distinct pattern, It will send the first 10 packets fine how they should be like 00-09 than it for 7 packets send 00 and than start working where it left off and run for 10 more good packets, than send 7 more ones with 01 and every 10 packets increasing 00 01 02 so on.

You already know how to convert the numbers to hex:

Expand|Select|Wrap|Line Numbers
  1. for my $i (0..255){
  2.     my $hex = sprintf "%x", $i;
  3.     print $hex\n";
  4. }
if you have to do something else to send those value via UDP I don't know anything about that myself.
