open(IN, ">filename);

close(IN);

Another Way
open(IN, "filename");
@arr=<IN>;
close(IN);
open(OUT, ">$filename");
$line=<STDIN>;
$count =0;
foreach $line_no (@arr);
{
if($count == $line){}
else
print OUT $line_no;
}
