Can anyone recommend commercial or freewre IDE for Perl for Windows
Platform?

You could try eclipse w/ perl plugins (GPL). Need to have full windows perl
installation e.g. from activeState, and you also need to have
compiled version of extra CPAN modules used, else Eclipse won't
be able to tell of your module can be compiled ok.

Othere so called free IDE's aren't real free and open (some freeware).

Need a Windows machine w/ at least 512MB and 1GHZ, Eclipse is a large Java
thingie.

Not sure how much you need out of the tool, but I use UltraEdit, and
it's quite robust. Has served me well for many years.

You could try Komodow ffrom ActiveState http://www.activestate.com
