what is "(+)" in pl/sql

Hi,
I am new to pl/sql, and I try to make queries with the help of Google and this forum.
I also refer to codes which are written by others in my work place.
There I have often seen use of "(+)" in various queries while specifying where conditions.

What does it stand for...?? what does it do..?

Can anybody please explain.
