Oracle patches

I am running Oracle Enterprise Edition 9.2.0.1 on Windows XP Professional on
my home pc for learning purposes. I want to get familiar with Oracle Forms
so I downloaded Forms 6i release 2 for Windows XP from OTN but I need patch
13 or higher. I don't have a Metalink account but since I am within the
license agreement(single user, non-commercial use,etc.) I think I should
have access to the patch I need. Can anyone tell me where I can get the
patch I need?

You need to get support (pay) and then you will have access to a Metalink
account to get the patch.

Well, the whole point was that I wanted to teach myself some Oracle WITHOUT
paying for it since I wouldn't be using it for anything except learning.

Anyway, I am now downloading Oracle 9i Developer Suite Release 2 for Windows
so I won't need that patch after all.

Suggest you review the terms of the license agreement, especially the
section about patches and upgrades. I believe you will find what you
request is out-of-scope to what you agreed.
