PL/SQL Compile Problem

I'm trying to compile a piece of PL/SQL code. It seems to hang and never compile. I've checked the locks and nothing is blocking it.
Any Ideas? I'm not sure how to trrack this one down....

One frequent cause of this is that another session is executing the code.
