RFD: Periodic FAQ & Charter post

The following is a Request for Discussion, following up on some recent
posts about distributing a periodic news group 'Charter and FAQ' post.
While not formally following RFC/RFD rules, the intent is to use the
rules as a guide for the discussion and make a more formal Request for
Comment and a follow-up formal vote, possibly before year-end.

Proposal:

That the following be posted weekly for this news group:

---------------------------------------------------------------------
Subject: News group Charter and brief FAQ

Charter: (Based on formal RFC vote in December 1996)

Comp.databases.oracle has been renamed comp.databases.oracle.misc.
Please do not post to this newsgroup anymore.

Hans,

The .server, .misc, and .tools, and .marketplace have been the result
of a discussion to split comp.databases.oracle
'Officially' comp.databases.oracle doesn't exist anymore, and many
providers (eg my own) do not distribute it anymore.
One would do better to discourage posting to comp.databases.oracle,
making it finally extinct.

I concur. However, some ISPs (including mine) DO carry it and it seems
to be growing lately.

Please note the 'Charter' section in detail!
