troubles with oracle on a 2k controller domain

ones upon a time, there was 2k server with Oracle 8.1.7 installed on
it. Later, this server was promoted to 2k domain controller. After
that oracle starts and runs without errors but connections to the
databases became impossible. There are two pseudonims for the same
base - BASE and TP. tnsping BASE yields this error TNS-12541: TNS:no
listener, whereas thsping TP is successful. Nevertheless, a try to
connect to TP yields this error "RA-12514: TNS:listener could not
resolve SERVICE_NAME given in ñonnect descriptor". What is the most
likely reason for this problem?
