From Metalink:

1-Stop the Oracle Apache Server PROD service.
2-Edit the %Apache_Top%\Jserv\etc\jserv.properties file to include the
correct path of the JDK.
i.e wrapper.bin=c:\jdk1.3.1_07/bin/java.exe
3-Restart the Oracle Apache Server PROD service.
