Oracle is installed or not.... Urgent

Hi Members

I have created VB/Oracle Application
Application is going to use multiple client (user machine)
What I want to know is whether Oracle should be installed or not.
I checked two machine one is oracle has been installed and another one is not install
Application is working fine in the installed machine, but not in another machine(not installed machine)


what i have to do
