(x)HTML & Oracle? Can I create a web based manpower tool?

I have been asked to come up with a manpower tool for over 1300 staff. It needs to take into account workloads and staff availability

I have experience of designing relational DB's and Im wondering wether I could come up with a web based interface for data input and report generating?

Anyone have any ideas on what would be the best way to approach this problem and any ideas of what languages would best suit this problem?
