Follow the below Steps:

1. The two main sections of Report 9i is:

Data Model
In this you will be writing a Query

Layout Model

In this, you will be designing a layout, the way you want the data to be displayed.

Place the Main Frame
Place the repeating frame with in the main frame. The repeating frame should refer to the Group of the Query from where you will be selecting the columns to be displayed in the report.
Place the fields that will be associated with the columns fetched in the Query in Data Model.

Well, this is basic stuff of Reports Builder 9i.
Please post your exact requirement to help you in a better way.
