How To Fetch Rows Before Insert In Pl/sql

This is nrain here

in a pl/sql block, some rows are getting inserted into the table violating the primary key and going to exception. I need to fetch records and want to check what duplicate values are inserted in to that table. The block is not going to the place of 'COMMIT', its going to exception. Hence before insert statemetn i want to fetch the values to check what duplicate value is violating the primary key constraint.
As there are more than 1 row is getting inserted in to the table, I want to fetch these rows to check the pk violation. can any one help mein this in coding....?

Please check count() of the Primary Key field for the value that u want to insert.
If the value is 0 (zero), only then insert the row else raise an exception.

In PLSQL Block, Query the primary key column from the table.
Then check whether the new value being inserted already exists in the table?
If No then go ahead and insert the same else raise an user defined EXCEPTION.
