can't launch OEM console

I have 10gR2 Client on WinXP.
I am not able to launch the old OEM CONSOLE (not the 10g db console) through any method.
Not by Start/Programs,
not by command line oemapp console. If I use the command line method, I'd get the following:
java.lang.reflect.InvocationTargetExceptionjava.la ng.NoClassDefFoundError:
oracle/jdbc/OracleDriver

Cannot launch application oracle.sysman.vt.console.app.Console
Usage: oemapp <application name>
The installed applications are: lmviewer, jdbctest, console, esm, dbastudio, sdo
advisor, oemutil, worksheet, ocmcli, ocm, txtmgr, opm, dataguard

Does anyone have any suggestions ?
