As the name suggests it is a system table .All the system tables are actually synonyms of readonly views which is readonly for the user and is automatically managed by oracle.

Directly - NO!
Indirectly yes - issuing for example such DDL commands like
alter table add constraint ...
alter table drop constraint ...
