SQL return more 1 rows of record

select distinct p.proj_id||'-'||proj_name
from project p,change_request cr,cr_issues cri,issues_evaluation ie
where cri.ISSUE_ID = ie.ISSUE_ID(+) and ie.ISSUE_ID is null

Is there a way to use this sql which return more than 1 rows of records to join with another table?

Change_Request
cr_id : PK
subproj_id : FK1
proj_id : FK2
member_id

CR_Issues
issue_id : PK
cr_id : FK

Issues_Evaluation
eval_id : PK
issue_id : FK

Project
proj_id : PK
proj_name

results i want : proj_id||'-'||proj_name
conditions: when cr_id is not evaluated
