problem with row_number()

I am using row_number() in my query to generate serial no.
when i execute the query at the backend it is showing correctly
but, when i see it from the front end i.e from the application the
s.no are from 1...10 and again from 1..10 there is no continuity.
can any one tell, why i am getting like this.
