A supplement: for "sqlplus sys/password@//myserver:1521/mydb as sysdba" I
receive "TNS: listener does not currently know of service requested in
connect descriptor". Windows2000.

looks as if you are mixing Java connector and TNS descriptors.
I'd expect your command to be:
sqlplus 'sys/password@myserver as sysdba'

myserver would be an entry in tnsnames.ora, etc, etc.
You can use the network assistant to configure this

That's another error than in the previous thread.
NLS_LANG=GERMAN_GERMAN.WE8ISO8859P1, or:
NLS_LANG=GERMAN_GERMAN.WE8MSWIN1252, or:
NLS_LANG=AMERICAN_AMERICA.WE8MSWIN1252, or
NLS_LANG=AMERICAN_AMERICA.WE8ISO8859P1
