I am using Oracle 9.2.0.4 on IBM AIX 5.1 L System. Our DB Server had IP of "100.101.102.103" and our Tomcat Application Server (IP of 200.201.202.203) used to talk to above DB onn Port 1521. The system was working great for 6 months or so.

Then we changed our Netwok Locations of these Boxes and now both of
them have different IP.
DB IP: 1.2.3.4
App IP: 50.51.52.53

(Note above IP are hypothetically for example)

But now when I run my DB and LSNRCTL, I am surprised that it is still
listeneing on my old IP:

And so my Application fails to connect to the DB. I tried configuring
my LISTENER (using netmgr/netca and even manually editing listener.ora
file)

I changed all my CONFIGURATION Files (server.xml, tnsnames.ora,
listener.ora etc etc etc....) Did I miss any other file to tell Oracle
that my NEW IP is 1.2.3.4?

Can anyone help me on this solution? Any related information is
appreciated.

Tomcat? jdbc, probably. Check the WEB_INF direcory for
application specific .properties file(s). There
should be a connection entry in it, which could
contain an IP-address.
Next time, make sure your DNS is up and working,
and stick to that.
