The answer to your question would be the SYSTEM tablespace and memory
(SGA). See the Oracle version# Reference manual.

If I understand you correctly the answer is the SYSTEM tablespace. All
the base tables used by the data dictionary views should be in the
SYSTEM tablespace, and obviously this includes DBA_ROLLBACK_SEGS etc.
