difference between client adn server

TEXT_IO for client, DBMS_OUTPUT for server.

When I create store procedure, package, how I know where it would be run ?

A stored procedure, since it is stored on the server, will run in
the server.
TEXT_IO can only be used in client code like Forms procedures and
triggers.
