unique constraint when value = 1

I am hoping this is an easy question for someone!

For each row in a Oracle 9i table, I have 2 columns that need to be unique, but only when another column, is_root = 1. If that row is not a root, we don't care if the other 2 columns are unique. Is it possible to set a unique constraint for this case?
