In XP you might be having a user name other than 'Administrator' but having administrative privileges.
Are you logging in with login name : 'Administrator'?
There might be a disk quota limit for your userid/ login name which is filling up. Please check it.

In windows OS "MY DOCUMENTS" is an default folder that is created automatically during windows installation. so, that might be too a problem for this error. Its better to install oracle in any other logical drives.

example:
d:\oracle... or e:\oracle (if my suggestion does'nt work (or) is wrong in pls apologize ) bye..
