Vaildating data in PL/SQL

I am new to PL/SQL and I need to vaildate data that I am sending to my PL/SQL package which only contains insert procedures at this time. What I also need to handle is the vaildation some of the data that is needed before insertion and if its not there I need to create it. What I am doing is taking an inbound EDI data through a middleware app that can do direct inserts into Oracle db. The problem with one paticuliar EDI segment is that the trading partner sends only 5 of the 6 required codes. So after I have detangled the EDI data I make a call to my stored procedures. But before I can insert I need to read in the 5 codes, do a camparison on it before insertion to see which code is missing and then create it so I can insert the 6 codes. What would be the best way to handle this? I was thinking maybe a cursor? I am not sure. Any info would be helpful.
