Command to retarget IPMI so one can get to it externally

I need the commands to do the following :On Linux Server

the IPMI port on server up to an external IP address so someone can get into it from externally.

I will need eth0 to remain connected to the internal network so we can download things from the internet

Are you sure? I would highly recommend NEVER putting your management interface on the internet. Ever. That would allow it to be accessible to everyone, which is not a good idea.

I would suggest creating a separate environment for your management network, and then putting that behind a VPN, so that you have another level of authentication before you can access the IPMI interface.

Finally, you need to determine if your server has a separate management interface, or if you're using it in shared NIC mode (where IPMI shares the same physical connection as your eth0). If it's shared you DEFINITELY want to put it behind authentication, and roue the traffic.
