what programming language should i use in creating a bandwidth control system?
Java, C++, C# or any other language?

Whatever language you're most comfortable writing in.

I say it that way because you are probably going to be spending quite a bit of time looking through documentation pages, so whichever language you're more comfortable with doing that in you should use.

thanks for answering my question, appreciate.
by the way, if let say i use Java, i can use the java text file to store data right? not necessary must be used database like SQL or any other db software..

You can store it in whatever structure you want to. That structure may not be the best suited for the task, however you can always create software with a specific functionality and go back and improve it later.

One thing I would suggest is not getting too close to your code. Especially if you release it to a community, it will be reviewed and critiqued. However, releasing that is up to you.
