Bandwidth Management

Well, there is a prety big question with me. Sure Its not a big one for you guys.
Let me explain, we have set up a LAN which consist 10 PCs, U.S.Robotics ADSL 4-Port router, Switch and a 64 Kbps Internet connection.
Additionally there we have two IP cameras set up on the LAN. to view these two cameras over the LAN or Internet there is application tool which publish the cameras video streams.
My requirement is something like this, I need to find out a way to improve up the quality of the video streams of the IP cameras while we accessing it via the Internet. But not from the hardware level(for now).

I have heard about bandwith management, and first i'd like to find out this.
is there any way to reserve the bandwidth for the IP cameras,.
example: For the Internal users I'd like to assign 25% from the entire bandwidth and 75% of it is using by the IP cameras.

Please don't shout at me if there is a, unclear word, term in the post.I don't know lot about networking.
