how to improve network response time?

In order to cut down the network response time what should one do?

1) either to upgrade the desktop by replacing with one whose processor is faster (using the telephone line)?

2) or to upgrade the network connectivity from telephone line to a service provider(still using the same desktop)which is faster than the former?

And how shall the response time vary for each of the afore mentioned options?
Assuming that the cost to change over to any of the above options is same.
Given:-
Browser time at the desktop=300ms
Server process time=3600ms
Average network delay=7500ms
