New Windows Laptop .net framework issues.

My girlfriend recently got a pretty decent laptop with windows 10. Recently an issue has come up where when she opens one of two applications that use .net framework to run (ShareX and MTG:Arena) it gives her the error message "To run this application, you must first install one of the following versions of the .NET Framework: v4.0"

I like to think I'm decent at troubleshooting PC issues, I have done a ton of googling and tried to resolve this with no luck. The issue with Windows 10 is that .net framework is pre-installed in windows 10 so I don't even see how this happened besides made some sort of corruption.

I have gone into the windows features settings and turned .net framework on/off including the 3.0 versions, rebooting the laptop inbetween in every which way. I've also tried turning it off and re-installing the .net framework but it always says that I already have it installed. I've also tried running the .net framework repair tool and it never finds any issues.

It seems that the issue is actually with Windows or the .net framework and not the application(s) due to the fact that there is two known applications having this issue, giving the same error message, but just in case I tried re-installing one with no luck.

I'm reaching out to bytes in hopes someone has encountered this issue or maybe has some insight they can provide to resolve this. My last ditch effort would be to reinstall windows.

Please let me know if there is anything else I can provide if the issue isn't clear enough.
