Hidden web browser control does not bring the IE in forground . Its not stealing the

I have created add in for outlook 2013 . Where it has hidden web browser control . On click , it should open IE with the provided data . It navigates to the page and process the data too. But IE does not come in the foreground , Outlook stays in the foreground . At present for few users ..

I did registry settings.No use..
Please help.. any help is appreciated.
