Click once problem Updated dll not use

Hi
Suppose I have ClickOnce for application. that application suppose use Third Party Dll. I publish click once at server machine.
I publish that application & install in pc using click once It works fine
Now problem is
When I reformat my machine & reinstall os as well as thirdParty Dll of newer version
Then I try to run or install clickonce at my machine It is giving error that file FileNotFoundExceptions.
I dont touch server machine where there clickonce is published in its applicationfile folder there are deploy files for third party dll
But still this problem occured
Can you please help me for this problem?
Another problem is when I install CkickOnce It is installed for particular user
Suppose in Machine A with my login I install Clickonce
Then on same machine other user do login on another day so the new user can not find clickonce appliation installed He can not use it.
Can you please help me how to solve this problem?

For First problem It is giving error that
"Unable to install or run application .the application requires assemble devexpress.data.v11.2 versiob 11.2.11.0 tobe installed in global assembly catch First"

I want click once to use old dll references if I change version of third party tool

In application file there are xxx.deploy file are there But still it is not using it.

One solution is update version in original application & again publish then it will work but I want my application to be work with old version references untill new publish of appication
